Two things stand out, and both are the reverse of what we have been seeing all summer. First, this week is a buying week, not a shaping week: 11 active solicitations against just 5 RFIs, with zero Sources Sought notices in the set. Second, the vehicle throughline held and tightened: 13 of the 16 ran through OASIS+ pools, one went through GSA MAS alone, and only two came in with no vehicle at all.

How to work this list
Triage by document type before reading anything in depth. The 11 active solicitations are live competitions where the clock is running, and nine of them close inside three weeks. The 5 RFIs are shaping opportunities, lower effort to respond to but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Two of those five had already closed by the time this published, which is its own lesson: market research windows on OASIS+ routinely run two weeks or less, so an RFI you find on Friday is often dead by Monday. The DOT FTA notice is the one still worth writing this week, because DOT has not named a set-aside yet and a small business response now shapes that decision. Two structural notes on the data. Six of the sixteen are USDA Forest Service orders for the same National Technology and Development Program center in Missoula, and three solicitation numbers in that cluster appear twice with different deadlines, CLINs, and NAICS codes, so verify each order against SAM.gov rather than assuming duplicates. And the throughline again is OASIS+: thirteen of the sixteen ran through an OASIS+ pool.
