Twenty-one unique federal opportunities were processed in RFP Snapshot this week, August 24-30, 2026 - each read, structured, and condensed into a downloadable ~4-page Snapshot. Two things stand out. First, the calendar is brutally front-loaded: 6 of the 21 close on or before September 3, starting with the Navy TACAMO market research notice that closes today, and then nothing lands until September 8. Second, the vehicle story is total. All 21 ran through OASIS+ pools - 14 through small business pools and SINs, 3 through 8(a) pools, and 3 through Unrestricted - the cleanest sweep we have recorded in this series, and a lane that stays invisible unless you hold the contract and watch GSA eBuy daily.

The mix skews toward shaping again: 14 RFIs and 1 Sources Sought against 6 active solicitations. The marquee is the Air Force's F-22 Formal Training Unit Beddown RFP, a 100% small business set-aside on a named fifth-generation fighter program, due September 16. The longest runway belongs to DHS SEVP IT PMO Support on October 1. Worth noting on the set-aside spread: 8 of the 21 carry some form of small business restriction, but there is no SDVOSB, WOSB, HUBZone, or AbilityOne set-aside anywhere in the set. How to work this list

Triage by document type before reading anything in depth. The six live solicitations - the F-22 FTU Beddown, DHS SEVP IT PMO, CBP Tunnel Technology, DISA NCTS-FE TSEQ, and the two Army National Guard analytical services buys - are competitions where the clock is already running. The 14 RFIs and the one Sources Sought are shaping opportunities: lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Two items deserve disproportionate attention relative to their size. The GSA IDEAS notice has no designated NAICS at all and asks respondents to recommend one among 541690, 541990, and 541330 - whichever code the government adopts sets the size standard and therefore decides who gets to compete, which is free leverage for the price of a response. And the CYBERCOM AI-first RFI is a requirement being written in real time; cleared AI and cyber operations firms will never have a cheaper opportunity to shape it. Watch the paired buys, too: the two Army National Guard requirements share NAICS 541611 and the same customer but split across an 8(a) pool and a 100% small business pool, and the two 541380 testing-laboratory notices at NAVSEA and DOT should be answered together.
