Second, the vehicle story holds: 11 of the 12 ran through OASIS+ pools, and the single exception is the biggest opportunity in the set.
That exception is the marquee. How to work this list
Triage by document type before reading anything in depth. The 5 RFPs are live competitions, and they split cleanly by runway: the Army ARE range support job closes August 6 and is effectively a decision on work you were already tracking, while NSWC Crane at August 31 gives you four weeks to build a real capture. The 6 RFIs and 1 Sources Sought are shaping opportunities, lower effort to respond to but a genuine chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Four of them are openly asking industry to pick the code. The GSA phishing-resistant authenticator notice is the extreme case, listing 334118, 334290, 541330, and 541519 in the RFI while the SOO points at 541512. USDA fingerprint collection offers 561611 or 541990, the Coast Guard mariner notice offers 541990 or 611430, and the EPA Chesapeake Bay notice carries 541611 and 541990. On set-asides, four of the five RFPs were restricted to small business in some form: one 100% 8(a) (NSWC Crane), two 100% small business (National Guard JTRS and Army ARE), and one competed for fair opportunity inside the OASIS+ Small Business pool (NGB DOMOPS). Only the Air Force 100th CES Title II job was full and open. The Airmen Accommodation Lab Sources Sought is the one still genuinely undecided, listed as undetermined pending market research, which is exactly where a well-written capability statement can move an acquisition into a set-aside.
